Standardization of the Republic of Kazakhstan

The legal basis for standardization in the Republic of Kazakhstan was first established by the Law of the Republic of Kazakhstan "On Standardization and Certification", adopted in 1993.

In 1999 the Law "On Standardization and Certification" was revised with due regard to Kazakhstan's development and implementation of market reforms. The new Law of the Republic of Kazakhstan "On Standardization" was passed, which was significantly amended on June 10, 2003.

This Law regulates public relations in the field of standardization, defines the legal framework of the State system of standardization. It stipulates the development and implementation of regulatory documents that contribute to interest protection of the state and consumers on the issues of production quality.

The main purpose of the law - is to establish state protection of interests of the state and consumers on the issues of production quality; development and implementation of regulatory documents on standardization, establishing the requirements, rules and regulations; state control over compliance with mandatory requirements.

The provisions of the law are binding upon all state authorities, public associations, business entities or other companies regardless of ownership.

The Law of the Republic of Kazakhstan "On Standardization" regulates:

  • basic concepts in the field of standardization;
  • the scope of this Act;
  • legislation on standardization;
  • purposes and principles of standardization;
  • standardization bodies;
  • international cooperation in the field of standardization;
  • management of standardization activities;
  • the structure of the State standardization system;
  • normative documents on standardization and requirements to them;
  • the implementation of regulations;
  • information on regulations;
  • planning of standardization activities;
  • product catalogue system;
  • state supervision of compliance with the mandatory requirements of regulatory documents on standardization;
  • responsibility for violation of legislation on standardization;
  • financing the state standardization.

The Legislation of the Republic of Kazakhstan on standardization is based on the Constitution of the Republic of Kazakhstan and consists of this Law and other regulations.

There is also state system of standardization of the Republic of Kazakhstan, which includes state administrative bodies, individuals and legal entities engaged in the standardization activity, product classification, regulations, establishing the procedure for carrying out standardization in the Republic of Kazakhstan.

To achieve standardization objectives established by the legislation, the state system of standardization has the following key tasks:

  • establishing the optimal requirements for the line of goods and quality of products, processes (works) and services for the benefit of the consumer and the state, including ensuring their safety;
  • establishing compatibility requirements (structural, electrical, electromagnetic, information, software, etc.), interoperability and unification of products to the manufacturing processes, metrology standards and regulations;
  • regulatory support of production processes (works) and services, control (testing, analyzes, measurements), certification and assessment of product quality;
  • development and maintenance of systems of classification and coding of technical-economic information, classification and bar coding of products;
  • improvement of existing legislation and the transition to other forms of regulation of quality and safety, establishing in the Republic of Kazakhstan the system of technical regulations, including technical legislation harmonized with the legislation of the countries with developed market economies;
  • ensuring the direct application of international standards and regulations in the Republic of Kazakhstan, the harmonization of existing regulations and standards, standardization system with international standards and systems;
  • improving the system of information and regulatory support of standardization, metrology and certification, and build up of the State Standards Fund of the Republic of Kazakhstan;
  • state supervision over compliance with the mandatory requirements of normative documents, the quality and safety of certified products, processes (works) services.
